A Cambridge study shows agentic AI deployment in finance will triple by 2030, but regulators have no tools to supervise it. Firms moving fast without governance infrastructure will become test cases for enforcement.

The University of Cambridge report is not describing a distant future. It is describing a collision already happening. From 24% deployment today to 81% by 2030 — that is not gradual adoption, that is panic buying by competitors who fear being left behind. For UK financial services, legal and insurance firms regulated by the FCA, SRA or PRA, this matters urgently because the same report explicitly states that regulatory frameworks cannot yet keep pace with the technology. The FCA's recent guidance on AI governance (including Consumer Duty PS22/9 principles) focuses on explainability and human oversight. But agentic AI systems — autonomous agents making decisions, executing transactions, or prioritizing work — operate at a speed and complexity that traditional supervision cannot easily monitor. Firms chasing AI agents without building genuine governance infrastructure are betting they will not be the ones regulators use to set precedent.

This reflects a pattern we have seen across regulated sectors for two years. The initial wave of AI adoption was about statistical tools: document classification, contract review, basic chat. Tools like Harvey and Luminance proved effective at narrow, well-defined tasks. But the finance and legal sectors are now moving beyond tools toward autonomous systems. Agentic AI promises to reduce headcount, speed settlement, automate underwriting decisions, and manage client onboarding. The business case is real. But the governance case is not yet proven. The FRC's ISA UK framework and PRA SS1/23 guidance both expect firms to understand their technology end-to-end. They cannot. The EU AI Act, which will shape UK practice, explicitly treats autonomous decision-making systems as higher-risk. Firms deploying agents without documented audit trails, fallback procedures, and real-time compliance checks are treating this as a feature release, not a regulatory event.

Firms need continuous visibility into what their AI is doing, why it made each decision, where it failed, and whether it stayed within regulatory bounds. Microsoft Copilot, for instance, is a powerful assistant tool — but it is not a governance solution. It does not automatically track whether your underwriting agent is applying FCA rules consistently across different customer segments. It does not flag when a legal AI suddenly starts handling privileged material differently. We see firms today implementing agents with manual audit spreadsheets. That will not survive an FCA thematic review. The firms that will win are those that treat AI governance as operational infrastructure from day one, not as a compliance checkbox after deployment.

For a mid-market financial services firm, law practice, or insurer, the practical move is not to rush into agentic AI next month. It is to audit where you stand now. Examine which processes are candidates for autonomous decision-making. (Not everything should be. Some decisions need human judgment because the cost of error is regulatory or reputational.) Build your compliance and audit backbone first — this means documenting data flows, defining guardrails, and setting up monitoring dashboards. The Cambridge report assumes firms will deploy agents. It does not assume they will do it competently. The 81% figure will include both breakthrough firms and regulatory cases.
