The UK's four-regulator Digital Regulatory Cooperation Forum has issued its first comprehensive warning on the compliance hazards posed by AI agents, confirming that autonomous AI systems are not exempted from existing regulatory obligations around transparency, fairness, and consumer protection. ICAEW's reporting on the DRCF paper surfaces seven key compliance risks, with fragmented accountability and data protection concerns topping the list—issues that regulators expected firms understood but many have failed to operationalize.

The significance of this guidance lies in what it does not say: there are no new exemptions, no grace periods, and no regulatory flexibility for agentic AI deployments. The Financial Conduct Authority's Consumer Duty and the Information Commissioner's Office's GDPR requirements apply in full to AI agents that make autonomous decisions or recommendations affecting consumers. For accounting and financial advisory firms deploying AI agents to handle client queries, generate tax advice, or process expense claims, this means every autonomous decision point must be auditable, explainable, and compliant with existing standards.
